New media — on-line discussion in Petrozavodsk
On October, 28th in Petrozavodsk thjere took place the third and final seminar from a series about human rights. This project is organized by Barents Press Association and financed by the Norwegian Helsinki Committee and Consulate General of Norway in Murmansk. This time journalists of Karelia and Archangelsk discussed the theme «Legal aspects of Internet of mass-media activity : theory and practice».

The author of the webinar project Anatoly Tsygankov noticed that nowadays journalist should be able to work in the system of glocality (globality plus locality) covering both local and worldwide events. Anatoly also edits electronic books which will generalize materials of all of three webinars and accompanying researces.
Journalist from the station «Nashe Radio» Igor Radionov shared personal experience of studying possibilities of social networks as alternative source of information. He proposed himself a candidate at the elections to Petrozavodsk city council and set the task only to use the Internet for the pre-election compaign. The received result of course was important for the webinar participants not so as Igor's success in the role of a candidate, but mostly in the way what technologies he had used. As a matter of fact he presented to colleagues a tool of social researches which can be of use in journalistic work.

Anna Lopatkin told about the group in the social network «V Kontakte» named «Club of friends of the newspaper «Novaya Kondopoga». The work began 2 years ago and now the group comprises more than two thousand persons — impressive result for a small regional newspaper. The participants of the seminar also discussed whether there is an information field of Northern Europe and what possibilities there are for journalist to find necessary information about neighboring countries. Journalist from Archangelsk Elena Doilnitsina answered colleagues' online questions about the Internet mass-media situation in the area. Anastasia Ermashova from Internet magazine "Lycey" imparted experience search and information sorting on the Internet.

The lawyer of the legal partnership "Soyuz" Elena Paltseva informed, in particular, that since December, 2011 Roskomnadzor plans to use a special technical complex for checking network mass-media. The messages will be traced to search forbidden content in them, first of all publications of extremist comments. Electronic system will allow to facilitate monitoring of messages of Internet users on popular web platforms. Participants of the seminar noticed that process of such control introduction can appear to be a dangerous tendency of control for Internet of mass-media in general. The editor of the Internet magazine "Lycey" Natalia Meshkova noticed that when discussion about a publication on the Web-site aturns into unworthy forms they have to use premoderation supervising the content of readers' messages.
The lawyer of the Association of trade unions Evilia Prokopyeva shared results of social research about the youth searching necessary information: how much young people are interested in news, what mass-media they prefer to address for this purpose and how much they trusts the received information.

The module which in the future will provide dialogue of journalists became a special acquisition as a result of the project. Internet engineer Elena Ilyina provided technically all online discussions and having faced a communication quality problem has developed a video module which is built in the site politika-karelia.ru (editor A.Tsygankov) and allows to hold tInternet conferences to all members of journalistic community at any convenient time, even from one's home computer.
